Because air is available in huge sum, and human can take this air freely but mixed with many chemicals in air. Sometimes people need pure air, they can buy as Oxygen that can be used for their breath or for certain purpose in many applications. So if they need routine for their live, this pure air will very expensive.

The second most expensive are water, but water also can available in huge some so people can take freely or processed firs become a clean water. Sometime water also rare in dry season, and many people in village should buy water for their every days live, for this purpose they must expense much money.

The other chemicals in the world become expensive because their process may need high cost like to process a mineral from mountain or from the ocean. Some other chemical from open mining also became expensive because of their transportation is too far from the community.
